Vietnam to Submit Draft AI Law by End of 2025
Vietnam is preparing to establish a comprehensive legal framework for artificial intelligence, with a draft law expected to be submitted to the National Assembly of Vietnam by the end of 2025. The initiative was highlighted by Deputy Minister of Science and Technology Bui Hoang Phuong during the Vietnam Artificial Intelligence Day (AI4VN 2025) held in Hanoi.
The draft legislation is built around five guiding principles: human-centered development, safety and transparency, inclusiveness and sustainability, balanced governance, and harmony. It proposes a risk-based management system, imposing stricter oversight on high-risk AI systems. Transparency measures, including clear labeling to differentiate human- and machine-generated content, are also emphasized.
According to the Ministry of Science and Technology, the proposed law aims to encourage innovation through preferential policies for AI research and development. The ministry has already begun testing AI applications in internal processes such as drafting legal documents and analyzing data to improve administrative efficiency.
Ethical standards in sectors like education, healthcare, and finance will remain a priority, with final decisions required to stay under human control. The ministry stated that experts, businesses, and government agencies will play key roles in shaping an open and effective AI ecosystem.
International cooperation continues to support these efforts. Australia and Vietnam have partnered on responsible AI development, producing guidelines for ethical research and launching the Australia–Vietnam Strategic Technology Centre in 2025, focusing on AI, cybersecurity, and digital transformation.
