Dutch MPs Back Generative AI Ban for Primary Pupils

Oct 29, 2026
A broad majority of Dutch lawmakers supports a proposed ban on generative AI use by primary school pupils. Schools could still teach children about AI and its risks.

A broad majority in the Dutch House of Representatives (Tweede Kamer) backs a motion asking the government to ban primary school pupils from using generative AI, NL Times reports. Volt and the CDA proposed the motion, which lawmakers from parties across the left, center and right have signed.

The proposal would still allow schools to teach pupils about AI. New curriculum guidelines require primary school pupils to identify AI and learn how to interact with AI systems responsibly. Volt leader Laurens Dassen, who is submitting the motion in Thursday's debate on the education budget, wants pupils to learn to read, write and do arithmetic before using AI.

Primary education association PO-Raad said frequent generative AI use appears to reduce learning outcomes. It wants to work with the Dutch Ministry of Education, Culture and Science and experts on rules for AI in primary schools, including guidance that helps teachers explain its risks.
