Sen. Ron Wyden released two bills that would tax data center operators and expand income, training and unemployment support for workers displaced by AI.

Sen. Ron Wyden released two bills Friday that would tax data center operators and support workers displaced by artificial intelligence, according to Roll Call. Wyden is the ranking Democrat on the Finance Committee of the U.S. Senate.

The Stability and Opportunity for Workers Act would provide up to two years of income support while affected workers retrain. It would also create a tuition assistance pilot program and allow up to 52 additional weeks of unemployment benefits through the federal and state Extended Benefits program.

The second bill would impose an excise tax on data center operators. It would also prevent data centers from claiming research credits for equipment expenses, 100 percent bonus depreciation and Opportunity Zone tax breaks.

This Tensordyne whitepaper presents Napier, an inference-focused AI processor and rack-scale system based on the company’s TDN Math logarithmic number system. It examines infrastructure requirements for large mixture-of-experts and agentic models, compares major inference architecture approaches, and details the TDN AIP processor, TDN72 pod, TDN Link fabric, and Napier Ultra configuration. The paper reports simulation-based performance, cost, and accuracy-validation results, including Tensordyne’s projected comparison of one Napier rack with a nine-rack Nvidia Rubin plus Groq deployment; the chip is reported as taped out and in fabrication.
